The three Melbourne retail companies (City West Water, Yarra Valley Water and South East Water) operate the water distribution and sewerage systems for the Melbourne metropolitan area. The retail companies each service a specified geographic region within the metropolitan zone. The three metropolitan retail suppliers are corporatised companies operating under the Corporations Act 2001. The Water Industry Act 1994 establishes the framework under which the three Melbourne water retailers are licensed and regulated by the ESC, together with the statutory functions, powers and obligations of the licensees. The Melbourne Water Corporation Act 1992 establishes Melbourne Water Corporation and details its specific functions, powers and responsibilities while the Melbourne and Metropolitan Board of Works Act 1958 retains various provisions relating to those functions, powers and responsibilities.

Melbourne Water supplies the three retail companies and controls headworks and major sewerage treatment plants and is responsible for drainage and waterways. The high quality of Melbourne’s water is assured by closed catchments, long detention times in storages, disinfection and closed transfer and delivery systems. Since there is no need for filtration treatment the people of Melbourne benefit by lower costs. Melbourne Water operates the Eastern and Western Treatment Plants in Carrum and Werribee respectively; and has the responsibility for providing drainage and waterway management services to the greater Melbourne area. City West Water, Yarra Valley Water and South East Water also operate a number of smaller treatment plants in metropolitan Melbourne.
